inmobiliario y gesti\u00f3n integral de proyectos inmolog\u00edsticos, considera que la <strong>nueva Ley del Suelo y Ordenaci\u00f3n del Territorio de la Comunidad de Madrid<\/strong> abre una <strong>ventana hist\u00f3rica<\/strong> para recuperar competitividad en el desarrollo de <strong>suelo log\u00edstico e industrial<\/strong>, un \u00e1mbito donde los tiempos administrativos y la incertidumbre se han convertido en el principal freno para activar nuevos proyectos.<\/p><p>La Comunidad de Madrid ha se\u00f1alado que, con la normativa vigente, <strong>la aprobaci\u00f3n de un Plan General puede tardar entre 10 y 12 a\u00f1os<\/strong> y que <strong>solo 21 de los 179 municipios<\/strong> tienen su planeamiento actualizado, una situaci\u00f3n que limita la capacidad de la regi\u00f3n para generar suelo y acompa\u00f1ar su crecimiento econ\u00f3mico y demogr\u00e1fico.<\/p><p>En este contexto, el Gobierno regional ha iniciado el proceso de tramitaci\u00f3n de un nuevo marco legal con el objetivo de <strong>reducir plazos a m\u00e1s de la mitad<\/strong> mediante un modelo de <strong>Planes Estrat\u00e9gicos Municipales<\/strong> (con horizonte de aprobaci\u00f3n de <strong>4 a 6 a\u00f1os<\/strong>) y de acortar los tiempos de planeamiento de desarrollo (de <strong>7 a 4 a\u00f1os<\/strong>, e incluso <strong>hasta 1 a\u00f1o<\/strong> en determinados supuestos).<\/p><p>\u201c<strong><em>Madrid no tiene un problema de demanda; tiene un problema de ejecuci\u00f3n<\/em><\/strong><em>. Sin suelo finalista y sin plazos predecibles, los proyectos se retrasan, el coste financiero aumenta y la inversi\u00f3n termina buscando alternativas<\/em>\u201d, afirma <strong>Daniel Galache, director de Suelo de Proequity<\/strong>.<\/p><p><strong>Log\u00edstica: demanda resiliente, oferta limitada y competencia por suelo<\/strong><\/p><p>El debate sobre suelo y plazos es especialmente cr\u00edtico para la log\u00edstica, un sector que se mantiene entre los m\u00e1s resilientes en Europa. Sin embargo, su crecimiento se enfrenta a un obst\u00e1culo recurrente: la <strong>escasez de suelo finalista y de espacios log\u00edsticos modernos<\/strong> en ubicaciones estrat\u00e9gicas.<\/p><p>A esta limitaci\u00f3n se suma un contexto de <strong>mayores exigencias regulatorias<\/strong> y <strong>costes de desarrollo<\/strong> que siguen presionando los m\u00e1rgenes, haciendo que la <strong>certidumbre en plazos y cargas<\/strong> sea un factor decisivo para activar inversi\u00f3n y nuevos proyectos.<\/p><p>\u201c<em>Cuando los plazos se vuelven inciertos, el riesgo no est\u00e1 en el mercado, est\u00e1 en el calendario. Y en log\u00edstica, el calendario lo es todo<\/em>\u201d, a\u00f1ade <strong>David Martinez, CEO of Proequity<\/strong>.<\/p><p>\u00a0<\/p><p><strong>Qu\u00e9 debe resolver la reforma para desbloquear suelo log\u00edstico<\/strong><\/p><p>Proequity considera que el impacto real de la nueva Ley depender\u00e1 de que el texto final incorpore <strong>medidas operativas<\/strong> que aborden los principales cuellos de botella del <strong>suelo productivo<\/strong> en la regi\u00f3n:<\/p><ul><li><strong>Plazos definidos y coordinaci\u00f3n efectiva de los informes sectoriales<\/strong>, para evitar duplicidades y \u201cesperas en cadena\u201d entre administraciones.
